The China Information Technology Security Certification Center signed an agreement to participate in Microsoft's Government Security Program (GSP) and is following signing on to this program after Russia, NATO, and the United Kingdom.
The obvious implications of this agreement with Communist China is again piracy. However, in addition to piracy is the subject of technological advantage. Windows, clearly, worldwide has more market share and dominace than any other operating system, which in many cases leads to direct technological advantage. This raises the question of sharing such secrets with a communist government body, when we ourselves promote democracy.

Microsofts GSP is fairly new and was announced this January. Its goal is to give governments around the world the ability to customize certain aspects of security and could be viewed as a step in the right direction of creating a more secure windows and a stronger internet backbone now that Windows powered web servers are so commonplace.
Linux, BSD, and other Unix type operating systems are for the most part open source and already allow custom kernel tuning or reprogramming in order to tighten the security of the systems they run on. This added security, or the ability to customize the operating system itself comforts governments by giving them control has made open source systems more popular especially with governments.
Time will tell if China and their involvment in Microsofts GSP is a good thing or a bad thing for Microsoft and the rest of the world. Lets hope its the former.
